Many governments think that economic progress is their most important goal. Some people, however, think that other types of progress are equally important for a country. Discuss both these views and give your own opinion.

This essay question is from Cambridge IELTS 11 Test 4 Writing Task 2.

Sample Essay

Many governments believe that economic growth should be their highest priority, while some people argue that progress in other areas is of equal importance for a nation. Although economic advancement can lead to an improved standard of living, I believe progress in liberty is also important because it helps to produce a happier country.

On the one hand, a stronger economy means a higher standard of living. By focusing on growing economies, governments can create many employment opportunities for their citizens. This allows them to earn enough money to buy the things they need in their daily lives and to live comfortably. However, I do not think governments should only prioritize economic development since it alone cannot increase national happiness.

On the other hand, it is argued that governments should also try to make their countries more liberal because this helps to improve national happiness. For example, despite being the world’s second biggest economy, China ranks low in the World Happiness Report every year, and studies show a major reason for this is that Chinese people do not have certain human rights such as freedom of speech and the right to vote. Suppressed by their government like this, it is hard for them to be satisfied with the choices they have in life.  I agree with this argument because happier people are more productive and innovative, which in turn can create a more successful nation. 

In conclusion, even though a country can have a higher standard of living when its economy is stronger, I think increasing liberty is also crucial because it has a great impact on national happiness.
